I would like to remove the 'Visitor Comments' and 'Submit A Picture' functions. Is that possible?

Yes, your Photo Gallery includes various layout settings to let you turn the options On or Off easily.
- First, login to your One Admin control panel, then click on Preference.
- Underneath the section, 'Photo Gallery', look for Enable Visitor Comment, select 'Yes' to allow your guests add comment to photos or 'No' to stop comment area.
- You may proceed to Enable User Submit Photo option now, select 'Yes' to enable visitors to submit pictures or 'No' to disable uploads.
- Scroll down to the page and click on the 'Save' button to submit changes.
